I reviewed and/or tested 10 different websites offering custom Facebook fan page design or templates. They all have limitations however, in my opinion the best one is TabSite. I came to this conclusion by considering price, features and ease of use.
TabSite offers a Free version of their Facebook application and three paid versions which have increased functionality. Here is a screen shot from TabSite showing a comparison of their packages:
Working with the TabSite editor takes a bit of getting used to however it is quite robust and fairly user-friendly. The biggest problem I had with TabSite was in getting my account set up and the application added to my Facebook fan page.

Be sure to check out each of the sub-tabs listed above. My TabSite account is the $5.00/month account and it allows for 5 sub-tabs but I’ve only added four so far.
Considering the fact that you can create custom Facebook fan page tabs WITHOUT knowing any FBML or using Facebook’s Static FBML application…I’d say TabSite offers a lot of functionality for a great price!
